Glendale City Council Selects Developer for Rockhaven Sanitarium Site

On August 11th, the City of Glendale received seven submissions in response to its Request for Proposal for the development of the Rockhaven Sanitarium historical site. The firms consisted of Avalon Investment Company and Creative Space, Brooks Street and the Lab, Cliffside Malibu, Houk Development Company, Gangi Design LED Build, Metro Investments, and Summit Senior Year.

Each of their respective proposals were released to the public on October 27th and summarized in presentations on November 1st during the City Council meeting.

Last night, the Glendale City Council voted 4-0 in favor of entering into an Exclusive Negotiating Agreement (ENA) with Gangi Design LED Build. Councilmember Laura Friedman was absent.

An ENA is a defined period of time in which the selected entity is granted exclusive rights to conduct due diligence, economic feasibility, and to negotiate with the City.

Below is an excerpt from last night’s staff report regarding Gangi Design LED Build’s vision for the Rockhaven property:

“Gangi Design LED Build is proposing the Rockhaven Historic Park, a boutique lifestyle commercial center and park that calls for the rehabilitation of all historic buildings, walls and gates, except for Building L. Building L has been deemed historically insignificant. The proposal calls for 20,000 square feet of retail opportunities, community space, farm to table garden cultivation and space for local groups such as the Historical Society of Crescenta Valley and Glendale Historical Society.”

Founded in 1923 by Agnes Richards, Rockhaven Sanitarium served as one of the first private mental health institutions in California and operated as a women-only facility for years. It was purchased by the City of Glendale in 2008.
