Council Quick Take


Afternoon Items

The City Council selected two out of four conceptual designs (Scheme 2: With extended sidewalk on the West Side with one-way vehicle circulation and Scheme 3: Extended sidewalk on East-Side with one-way vehicle circulation) for the enhancement of the Arts & Entertainment District (Maryland Avenue between Harvard Street and Wilson Avenue) and authorized staff to prepare and issue a Request for Proposals for design services. City Council also directed staff to conduct feasibility studies to pursue one of two design schemes.

Consent Items

The Glendale City Council approved the consent calendar, which included four items, with one unanimous vote.

City Council approved a resolution which will award Professional Services Agreements in the aggregate “not-to-exceed” amount of $225,000 for Traffic and Parking Impact Studies On-Call Services with the following consultants:; Iteris (Los Angeles, CA), Kimley Horn (Woodland Hills, CA), KOA Corporation (Monterey Park, CA). The consultants will be able to devote their extensive and specialized resources required to complete traffic engineering and transportation planning work, in a timely fashion, without diverting City staff resources from other scheduled projects. City Council also approved the advertisement of bids for the Kenneth Road Rehabilitation Project, which is a part of Public Works Engineering’s ongoing effort to improve the condition of the City’s streets. The Full report can be found here.

Council also approved a resolution which will allow the transfer of $150,000 from the Federal Grant, Capital Improvement Project (CIP) Reimbursement Fund to the Public Works Projects CIP Reimbursement Fund., The change gives funds to which will be used towards the North Verdugo Road Safety Improvement Project, by upgrading which will: upgrade traffic signal equipment to improve visibility of signal indications, adding new technology to existing traffic signal controllers so that traffic signal timing can be modified automatically and when necessary, and installing electronic signs that can be programmed to display the speed limit and flash simple messages. Western Avenue and Riverside Drive Rehabilitation Project

City Council approved a motion which will award a Construction Contract to All American Asphalt. On October 31, 2017, the City Council approved the Plans and Specifications for the Western Avenue and Riverside Drive Rehabilitation Project, and directed the City Clerk to advertise for bids. Upon review of the bid documents, Staff found All American Asphalt to be the lowest responsible bidder. The bid of All American Asphalt in the amount of $1,358,073.65 is 1.2% below the Engineer’s estimate of $1,375,000. Full staff report can be found here.

Establish Development Standards for Accessory Dwelling Units (ADU)

The City Council heard a number of comments from residents as to the standards to be established for ADU’s. The item was introduced with comments and will return at a future date to finalize the amendment to the code.

Next Meeting

The next regular City Council Meeting is scheduled for January 23, 2018 at 6 p.m. at Glendale City Hall in City Council Chambers. A Housing Authority meeting will precede it at 3 p.m. More information about the topics to be discussed can be found in the links provided in this section.
