The City of Glendale further expanded its Eviction Moratorium in order to protect the Glendale community from the COVID-19 pandemic.
The expanded moratorium includes the following provisions:
Prohibition Against Evictions: (Residential and Commercial Tenancies)
Landlords cannot file an unlawful detainer action against either residential or commercial tenants who are unable to pay rent due to circumstances related to the COVID-19 pandemic. Please note that the California Judicial Council has expanded that restriction to state that no complaint for unlawful detainer may be filed for 90 days following the end of the Governor’s emergency order, unless it is necessary to protect public health and safety.
Tenants must provide verifiable documentation to demonstrate the reason for their inability to pay rent and its relation to the COVID-19 pandemic.
For commercial tenants, a written notice of a tenant’s inability to pay rent must be provided to the landlord in writing 14 days prior to when the rent is due, except for rent due for the month of April in which case said notice shall be made as soon as practicable. These orders are in effect until April 30, 2020 but may be further extended if necessary.
For residential tenants, a written notice of a tenant’s inability to pay rent must be provided to the landlord in writing before the rent is due or within a reasonable period of time thereafter, not to exceed 7 days. The documentation to support deferring rent may be provided to the landlord no later than the time upon payment of back-due rent. These orders are in effect until May 31, 2020 but may be further extended if necessary.
Tenants will have up to twelve months after the expiration of the emergency order to pay any rent that was deferred because of COVID 19 circumstances.
A landlord may not charge or collect late charges, fees, or interest on unpaid rent, or engage in any harassing behavior in an attempt to collect deferred rent, when payment of rent is delayed during the period of this emergency.
Although the moratorium has been broadened, the basic framework of the eviction moratorium remains unchanged. The rent due is not waived, just deferred. When the moratorium ends, landlords may seek unpaid rent – i.e., past due rent that was not paid during the moratorium – the tenant must pay it, but within 12 months after the end of the emergency period.
The City of Glendale encourages all tenants and landlords to exchange this information with each other so that all parties are aware of what can and cannot be done during this emergency. We also encourage all parties to communicate with each other and show as much patience and empathy as possible as we all work through these difficult times.

The City of Glendale extended its Emergency Orders through April 30, 2020. The extension applies to the following:
Adult Day Care Facilities
All adult day care facilities within the City of Glendale shall be closed in order to prevent the congregation of large groups of adults, particularly seniors in one location, in an effort to mitigate the spread of COVID-19.
Residential and Commercial Tenancies
Landlords may not evict tenants during this local emergency period if the tenant is able to show an inability to pay rent due to the circumstances related to the COVID-19 pandemic. These circumstances include loss of income due to a COVID-19 related workplace closure or reduction in hours or activities, child care expenditures due to school closures, health care expenses related to being ill with COVID-19 or caring for a member of the tenant’s household who is ill with COVID-19, or reasonable expenditures that stem from government-ordered emergency measures. Written notice of inability to pay rent for one or more of the reasons set forth above must be provided to the landlord 14 days prior to when the rent is due, except for rent due for the month of April, in which case said notice shall be made as soon as practicable. Nothing in this subsection shall be construed to mean that the tenant will not remain obligated to pay lawfully charged rent. Tenants will have up to six months following the expiration of the local emergency period to repay any back rent due. Tenants may use the protections afforded in this subsection as an affirmative defense in an unlawful detainer action.

All City trails and all sports/play courts, fields, equipment, and picnic amenities at all City-owned parks and recreation facilities are closed. This extension is effect until April 30, 2020, and may further be extended as deemed necessary by the City Council or the Director of Emergency Services.

Glendale Community Services and Parks
The City of Glendale is closing City trails and all sports/play courts, fields and equipment at all City-owned parks and recreation facilities. The closure goes into effect immediately and shall remain in effect until April 19, 2020 or during the pendency of the local emergency period.
During this time, residents are encouraged to exercise and spend time outdoors at home and in their neighborhood whenever possible while following social distancing guidelines. Use of parks should be limited and a distance of six feet or more must be maintained between people from different households at all times.
The City of Glendale understands that outdoor spaces are a vital resource to help maintain physical and mental health, but it’s important to remember that parks are not safe from this virus and all residents need to be following public health recommendations on social distancing. Many people have not followed the social distancing guidelines, so it is necessary to take more assertive action to slow the spread of COVID-19 in our community.
New park use order:
Active recreation areas are closed, including playgrounds, basketball, pickle ball, volleyball and tennis courts, soccer, baseball/softball fields, and barbecues.
City of Glendale trails and fire roads are closed
Use of workout equipment is not permitted
The use of picnic tables and shelters are prohibited
City of Glendale park spaces remain open, but a distance of six feet or more must be maintained between people from different households at all times
Beeline is operating its regular schedule at this time and is providing free fare for all passengers through April 30, 2020. Passengers are actively practicing safe distancing from each other while riding the bus, and all passengers are asked to board through the rear door in order to maintain safe distances from the bus operator. Beeline buses are thoroughly disinfected each night. Frequently handled areas such as grab rails and pull cords are disinfected multiple times during the day for added protection.
Passengers are reminded to follow Centers for Disease Control recommendations such as not touching your face, eyes and nose, washing your hands and using hand sanitizer when traveling on the bus. Passengers who may be “coming down with something” are asked to refrain from riding the Beeline.

Glendale’s Police Department and Community Services & Parks Department have been working diligently to protect our most vulnerable residents from COVID-19, and have come together to provide packaged meals on a daily basis for people experiencing homelessness.
In addition and in an effort to help our unsheltered population stay clean and reduce the spread of COVID-19, the City’s Public Works Department has been working on a series of efforts to increase hygiene facilities citywide. The City deployed portable hand washing stations, as well as bathrooms across Glendale.

The Los Angeles County Department of Public Health issued a “Safer at Home” order.
This order applies to all 88 Cities in Los Angeles County, to include Glendale. The City of Glendale will not need to issue its own order for this to become effective in the Glendale community. The Glendale City Council will add Los Angeles County’s order to its own emergency order to reaffirm the directives. This Order applies within the County of Los Angeles Public Health Jurisdiction, beginning at 11:59 p.m. on March 19, 2020 and continues through April 19, 2020.
The purpose of the Order is to further restrict and limit the gathering of persons and require the closure of malls, shopping centers, children's playgrounds, and non-essential retail businesses in an effort to stem or slow the spread of COVID-19 within the greater Los Angeles community. Because of the rapid spread of COVID-19 and the need to protect the most vulnerable members of our community, this Order prohibits all indoor public and private gatherings and all outdoor public and private events within a confined space, where at least 10 people are expected to be in attendance at the same time.

The City of Glendale issued two new Public Orders following the Glendale City Council’s declaration of a local emergency on Monday, March 16, 2020. These orders include:
Landlords may not evict tenants during this local emergency period if the tenant is able to show an inability to pay rent due to the circumstances related to the COVID-19 pandemic.

This is effective through March 31, 2020, unless extended or modified by further Executive Order or action of the City Council.
Based on the latest public health information and the urgent need to stop the spread of the virus, the City is closing public facilities and making the following service modifications:
All service counters located inside the City Hall, Municipal Services, and Perkins buildings, as well as other off-site facilities, are closed to the public. Service counters are no longer accepting appointments for service. All City Departments can be reached by phone and all online resources are available.
All late fees for City-provided services accrued following the emergency proclamation declared on Monday, March 16th, will be waived through the emergency period.

The Glendale Police Department made certain operational adjustments as part of their continued, proactive approach towards slowing the spread of COVID-19. Their response to emergency and non-emergency calls for service will not change, and they continue to deliver uninterrupted police services in the Glendale community. In an effort to provide the highest level of safety and service, while preserving the health of both police personnel and members of the community, GPD limited access to the front lobby of the Department (131 N Isabel St.) until further notice, except in essential situations. Lobby restrictions do not apply to the following:
Situations in which a law enforcement presence is needed to immediately protect life, safety, or property
Impound releases
Individual who are required by law to check-in with law enforcement
Mandated visits for payment of fees or collection of property
If a member of the public requires police assistance while at the Glendale Police Department, they can utilize the phone located next to the main entrance doors to speak with an operator. They are also limiting jail visits of inmates to attorneys and clergy only, in accordance with recommendations buy the Board of State & Community Corrections.
The City of Glendale suspended parking enforcement of street sweeping restrictions in residential areas through at least the end of March.
The Glendale Fire Department will be providing delivery services of groceries and essential goods for Glendale seniors and individuals that are at higher risk of getting very ill from COVID-19. Those in need can call 818-548-4814 to request service.
The City’s Economic Development Division has developed a list of local grocery stores who are providing special services for seniors:
Trader Joe’s will bring seniors up to the front of the line. They will also be putting items aside for seniors and assisting them with their shopping. This includes both the Montrose and Glenoaks location.
Whole Foods Market will be adjusting their store hours to the general public, which will take effect tomorrow as follows:
Ralphs will bring seniors up to the front of the line to enter the store.
Target will have store hours specifically for seniors every Wednesday, from 8:00am to 9:00am.
At both Smart and Final locations, seniors are allowed to enter the store first at 7am. They are also assisting seniors by taking their groceries to their vehicles.
Super King is providing expedited entry into the store, shopping, and checking out for seniors.
Dollar King is opening its doors for seniors only on Thursdays from 7am to 8am.
Both Jons Marketplace locations are opening their express lanes to seniors in the mornings.

The City of Glendale issued a local emergency proclamation in response to the COVID-19 pandemic in addition to a number of measures already in place across the City to protect members of the public from risk of contracting the virus. On this day, the Los Angeles County Department of Public Health issued a news release that confirms two cases of COVID-19 in the City of Glendale. Our precautions over the past weeks and what we do over the next few days and weeks will determine how well we weather this emergency.
Following the emergency proclamation, the City’s Emergency Operations Center will be activated. In addition to declaring a local emergency, effective March 17, 2020, the City of Glendale issued a supplement to the local emergency proclamation that orders temporary business closures to slow the spread of COVID-19. These include:
All bars, banquet halls, and nightclubs in the City of Glendale that do not serve food shall be closed to the public.
Any bars, banquet halls, or nightclubs in the City of Glendale that serve food may remain open only for purposes of continuing to prepare and offer food to customers via delivery service or to be picked up. Dine-in food service is prohibited.
All restaurants and retail food facilities in the City of Glendale shall be prohibited from serving food for consumption on premises. Restaurants and retail food facilities may continue to operate for purposes of preparing and offering food to customers via delivery service, to be picked up or for drive-thru. For those establishments offering food pick-up options, proprietors are directed to establish social distancing practices for those patrons in the queue for pick-up.
All movie theaters, live performance venues, bowling alleys, arcades, and similar entertainment establishments shall be closed to the public.
All gyms and fitness centers shall be closed to the public.
The following are exempt from this Order:
Cafeterias, commissaries, and restaurants located within hospitals, nursing homes, or similar facilities;
Grocery stores;
Pharmacies;
Food banks; and
Farmer’s Markets that do not provide for sit down dining and don’t have spaces that are likely to confine 50 people or more in a single space.
Trucks and other vehicles engaged in the delivery of grocery items to grocery stores, when such items are to be made available for sale to the public, are hereby exempt from having to comply with any City rules and regulations that limit the hours for such deliveries.
These local orders follow the County of Los Angeles Department of Public Health’s order today for all 88 cities and unincorporated communities throughout Los Angeles County, to include Glendale.

All parks facilities will be closed and facility recreation events will be cancelled. Parks will remain open for general use. Closed facilities include Pacific Park Community Center and Pool, Maple Park Community Center, Adult Recreation Center, Sparr Heights Community Center, Civic Auditorium, and Glendale Sports Complex. The meal distribution plan for the congregate meals programs will not be affected.
All City library facilities will be closed. The City encourages residents to take advantage of online resources.
Some Board and Commission meetings will be cancelled, so please check the city’s meeting agendas page for the most up-to-date information.
City Council meetings will take place as scheduled; however, we do encourage the public to take advantage of watching the live streamed meetings. These meetings may also be cancelled or modified should the need arise.

The City of Glendale cancelled all of its City-sponsored events and activities through the end of March regardless of size, cancelled private events being held at City facilities with 50 or more participants through the end of March, suspended the City’s Adult Softball/Basketball Leagues, as well as closed senior centers and the Pacific Park Pool for the foreseeable future.
The Community Services and Parks Department, with direction from LA County, modified its meal distribution plan for the Elderly Nutrition Program. (ENP).

The City of Glendale issued its first press release disclosing the efforts to respond to COVID-19. Beginning in February, the City’s leadership established open lines of communication with health agencies including Los Angeles Department of Public Health, Center for Disease Control, Adventist Health Glendale, Dignity Health Glendale Memorial, and USC Verdugo Hills Hospitals, the Glendale Unified School District, and Glendale Community College.
Additionally, our Fire Department Personnel have been in constant contact with our Local Area C Disaster Management Area Coordinators in an effort to keep abreast of new developments, disaster declarations, and the implementation of any potential response, should it become necessary. The Verdugo Fire Communications Center, or 9-1-1 dispatch center, has also implemented a screening tool to assess callers’ condition so that responding units are properly prepared when arriving to the scene.
The City continues to educate the public through all social media platforms, encouraging proper hygiene etiquette, reminding those with flu-like symptoms to stay home, and planning for the possibility of disruption to schools and businesses.
