City Council Update: Rent Stabilization


On Tuesday, November 13, 2018, the Glendale City Council introduced an Ordinance that would impose a 6-month moratorium on rent increases, subject to an allowable increase of up to 5%, to preserve the status quo while Council looks at options pertaining to Right to Lease and/or rent control regulations.

The proposed Ordinance is scheduled for consideration for adoption at the Tuesday, November 27, 2018 Council meeting. If adopted, after the effective date of the Moratorium Ordinance, landlords would be prohibited from charging rents in excess of the rents they were charging as of September 18, 2018, subject to the allowable increase.

Councilmembers indicated that, at the November 27, 2018 meeting, they may consider modifications to the date the base rent is set (currently September 18) and the allowable maximum increase during that period. If approved by four councilmembers, the Ordinance will be adopted as an urgency ordinance and take effect immediately on November 27. Otherwise, it may pass as a regular measure and take effect 30 days after adoption.

The City Council has also given direction to staff to prepare a staff report on a Right to Lease Ordinance that has options with and without annual rent caps, mandatory mediation, arbitration or rental increase hearing procedures, and a potential 5-year sunset clause. These items will be brought back to the City Council at a future time after the first of the year.
