City Council to Hear 'Right to Lease' Proposal

On Tuesday, March 6, 2018 at 6PM, the Glendale City Council will consider the proposed Right to Lease Ordinance. As an extension of the Just Cause Eviction Ordinance, the Right to Lease proposal attempts to provide tenants with stability in a volatile housing market. The meeting will take place at Glendale City Hall, in the City Council Chambers located at 613 E. Broadway, 2nd Floor, Glendale, CA.

 

The Just Cause Eviction Ordinance, passed by City Council in 2002, protects tenants and landlords by clarifying the legal reasons for eviction, and other issues relating to the termination of a tenancy. A fact sheet on the Just Cause Eviction Ordinance can be found here.

 

The proposed Right to Lease Ordinance would amend the current ordinance by requiring landlords to offer prospective tenants a one-year lease agreement. Landlords would also be required to predefine the initial rent and propose a rent for the following year – should the tenant choose to renew his or her lease. To add additional stability, the proposed Right to Lease Ordinance also details specific time frames in which landlords must offer leases in years to come.

 

Please note that the proposed ordinance is NOT a rent control measure. Landlords will still be allowed to set their own rental rates and rent increases, as long as it complies with the terms set forth in the proposed ordinance, and State and Federal Law.
