Consent Items:

The Glendale City Council approved the consent calendar.

Action Items:

Glendale City Council approved the motion authorizing the Interim City Manager to dispense with competitive bidding and executing a contract with Fire Service Specification & Supply for the purchase of rescue equipment for the new ladder truck. The Fleet Services Division is replacing a ladder truck that has reached its total service life of 20 years. The replacement truck purchased this fiscal year requires the Fire Department to procure the full complement of equipment to match the twenty year service life of the apparatus. Currently the Glendale Fire Department utilizes Holmatro rescue equipment on all three ladder trucks, the Urban Search and Rescue Squad, and the Glendale Regional Training Center. The Glendale Fire Department has utilized this equipment since 2005, and all members are proficient in its use. The full report can be found here.

City Council also approved a motion which awarded a Construction Contract to PaIp, Inc., dba Excel Paving Company in the amount of $2,788,892.30, approving a 10% reserve for contingency in the amount of $278,889.23 for the Doran Street and Adjacent Streets Improvements Project. The specifications for the project included an optional bid to plant 40 new parkway trees and remove 14 trees as part of this project. Currently, the City has a contract with West Coast Arborists (WCA), a tree maintenance contractor, to perform similar type of work. They proposed to perform the above work for $28,200, realizing a savings of $26,400. The City Council approved a motion authorizing an increase to the West Coast Arborist Contract in the amount of $28,200, and authorized the Interim City Manager to execute the necessary Contract Change Order. Furthermore, the City has a Measure R Funding Agreement with Metro in the amount of $1,200,000 for the construction and construction management of the traffic signal installation, traffic signal upgrades and street rehabilitation costs related to the Doran Street Traffic Signal Modifications and Installation. Since the bid proposal from company required an additional $274,161.93, City staff contacted Metro and received confirmation that the additional costs would be covered by Measure R funds. City Council approved the resolution to appropriate Measure R funding for the project. The full report can be found here.

Council approved a motion appointing the City Clerk, Interim City Manager, and the Mayor to draft an argument for a proposed measure that would amend the General Municipal Election date established by City Charter. This proposed measure would consolidate the date of the General Municipal Election with that of the Statewide Primary Elections. An argument in favor of this proposed measure would advocate for the consolidation. An argument against would advocate for maintaining the current General

Municipal Election Date as stated in the Charter; there were no requests to write arguments against this measure. The full report can be found here.

City Council approved a motion to note and file the Financial Status Report for the FY 2017-18 second quarter, that ended December 31, 2017, and approved a resolution appropriating $492,611 in adjustments to the adopted FY 2017-18 budget. The full report can be found here.
