Glendale City Council approved its consent calendar, which included 3 items, with one unanimous vote.
Internally Illuminated Street Name Sign Replacement Project
Council approved plans to move ahead with phase 2 of the Internally Illuminated Street Name Sign Replacement Project.
Phase 1 of the project, which improves sign visibility and reduces maintenance costs by replacing the internally illuminated street name signs (IISNS) at selected signalized intersections in the Downtown Glendale area, was completed in August 2017.
The first phase focused on the replacement of 150 IISNS in the core downtown business district. The second phase will cover the remaining downtown areas and install 250 new IISNS. The City Clerk will advertise for bids for the project.

Abandoned and Bulky Item Collection Services
Council also released a request for proposals (RFP) for bulky and abandoned item pick-up services in Glendale.
The Integrated Waste Management Division (IWM) of the Public Works Department is responsible for the collection and disposal of bulky and abandoned items left in the City right-of-ways – a free service for residents of the City of Glendale.
Bulky items are left for disposal by Glendale residents by appointment using either the bulky item hotline (818) 548-3916 or the online form.

Regional Immediate Intervention Service to Employment (RIISE) Project Funding
City Council also accepted Measure H Funds in the amount of $100,000 for the Regional Immediate Intervention Service to Employment (RIISE) project in the City if Glendale Verdugo Jobs Center. For more information about this program, read My Glendale City News’s coverage of the grant.
Glendale Narrows Riverwalk Phase 2 and Bikeway Culvert Project
Glendale City Council unanimously approved completing phase 2 of the Glendale Narrows Riverwalk and Bikeway Culvert Project. The Glendale Narrows Riverwalk site is located on the north bank of the Los Angeles River opposite from Griffith Park.
The construction of phase 1 was completed in December 2012. Phase 2 will complete two parks and the remainder of the trail along the Riverwalk, as well as a crossing over a flood control culvert to connect the two trail segments and complete the one mile stretch that is within the City’s boundaries. Construction of Phase 2 is funded by a Proposition 84 grant, Measure R funds, and Gas Tax and Parks Development Impact Fee (DIF) funds.
With the completion of the Riverwalk Phase 2 project, Glendale will have dedicated its entire riverfront along the Los Angeles River to recreation. Completion of Phase 2 combined with the completed Phase 1 will provide approximately one mile of recreational trail for bicyclists and pedestrians, with associated parks, rest areas, river overlooks, an equestrian facility, interpretive signage, a public art project, and potentially two bridges connecting Riverwalk to Griffith Park and/or North Atwater. The completed project will significantly improve the present character of the river frontage in this area.

Potential Ground Lease Agreement with R3 Real Estate Developers, LLC of Parking Lot #3
Council directed staff to pursue ‘parking alternative #2’ in the City’s continued negotiations with R3 for a ground lease of the city-owned parking lot at the corner of Maryland and California Avenues, known as parking lot #3.
Parking alternative #2 replaces the 66 existing public parking spaces with 66 public spaces at street level and the first level of a proposed subterranean parking structure.
The alternative also provides 78 parking spaces on the second subterranean level and six at street level for hotel use. The developer would also seek an off-property parking agreement with a private entity to provide additional hotel parking.
With this direction from council, City staff will continue to negotiate the remaining ground lease terms for a potential development of a Hotel Indigo – the terms of which will be brought to the council at a future council meeting.
