Council Quick Take: June 30, 2020


Glendale’s Council Quick take is back to give you the breakdown on the City’s Weekly Council Meetings. On June 30, 2020, Council met for a special meeting as well as their regularly scheduled council meeting.

Special Meeting of City Council

Discussion and Direction Regarding Alex Theatre Management, Funding, and Future Council moved to approve the motion authorizing the City Manager to execute Holdover Lease and Management Agreements with Glendale Arts for the continued management of the Alex Theatre and lease for office space at 116 W. California for a six-month duration. The remaining proposals on this agenda item has been postponed by one week. Tune in on Tuesday, July 7, 2020 at 3:00pm.

Regularly Scheduled Evening Meeting

Management Services, re: COVID-19 Update; Consideration of Extension or Amendment of Public Orders on Commercial and Residential Eviction Moratorium, Rent Increase Freeze and Face Coverings City Council unanimously voted to extend the Public Orders relating to a moratorium on residential evictions and a freeze on residential rent increases through July 31, 2020. These Orders may further be extended, which will be determined during the July 28 meeting at 6:30pm.

Additionally, Council voted to extend the Public Order pertaining to face coverings through July 31, 2020. To prevent the spread of COVID-19, individuals in Glendale must wear a Face Covering when outside their household, living unit, or other place they reside at all times. Council also approved a resolution ratifying a Public Order to waive fees related to outdoor dining permits for the Al Fresco Program. This program was established on June 2, 2020 to assist local dine-in restaurants to apply to extend their outdoor dining on both public and private properties. Human Resources, re: Memorandum of Understanding between the City of Glendale and Glendale City Employees’ Association and Resolution Addressing the Terms and Conditions of Said MOU The City of Glendale is obligated to meet and confer with its respective employee bargaining units on successor Memorandum of Understanding (MOU) prior to each agreements expiration, under the provisions of the Meyer-Milias-Brown Act. On Tuesday, Council approved the proposed MOU between the City of Glendale and Glendale City Employees’ Association (GCEA) as submitted.

Public Works, re: Operation, Maintenance, and Expansion of the City Andover Building Management Systems City council approved a Resolution dispensing competitive bidding and authorizing the City Manager or her designee to execute a contract with Schneider Electric for the operation, maintenance, and expansion of the City’s Andover Building Management System for 5 years and $895,000 total. Glendale Water & Power (GWP) Trading Authority Policy and Annual Authority for the Purchase or Sale of Energy Commodities and Services Council made a motion to approve amendments to the GWP Trading Authority Policy and adopted a Resolution approving renewal of annual authorization for the City Manager to enter into contracts for the purchase or sale of energy commodities and services not to exceed five years in duration, and dispensing with competitive bidding. The agenda item Negotiations for Commercial and Multi-Family Solid Waste Collection Services was moved to the July 7, 2020 council meeting.

The next Glendale City Council Meeting will be held on July 7, 2020 at 6:30pm. They will also meet at 3:00pm for Glendale Housing Authority as well as a Special City Council Meeting.
