Glendale’s Council Quick take is here to give you the breakdown on the City’s Weekly Council Meetings. On February 16, 2021, Council met for afternoon sessions, as well as their regularly scheduled Council Meeting.





Glendale Housing Authority


Community Development, re: Selection of an Affordable Housing Developer in Response to a Request for Proposals Issued by the Housing Authority July 29, 2020 to Develop an Affordable Housing Project on Housing Authority Owned Property at 515 Pioneer Drive In October 2019, the Housing Authority acquired 515 Pioneer Drive from AT&T for $13M with the intention of creating a future affordable housing development. CDD prepared and issued an RFP to develop the site with affordable housing and recommended Linc / National CORE. This company has extensive knowledge and experience in financing and developing affordable housing, an understanding of the City’s goals, challenges, and processes, and local experience and familiarity. This will be the largest affordable housing project in Glendale with a proposed 340 units. Housing Authority unanimously authorized staff to enter into an Exclusive Negotiating Agreement (ENA) with Linc / National CORE. View Report to Council


Joint Meeting: Glendale City Council and Glendale Housing Authority Meeting


Community Services and Parks, re: Measure S Funding for the Verdugo Workforce Development Board’s Low Income Family Employment Rental Assistance Program (LIFERAP) and for LIFERAP Case Management Services Provided by the Glendale Youth Alliance Glendale City Council and the Housing Authority approved a motion to use Measure S Funds in an amount not to exceed for $1,315,000 for implementation and administration of Low Income Family Employment Program (LIFERAP) for 1) housing subsidy by the Verdugo Workforce Development Board (VWDB) in the amount of $1,095,879.96, 2) LIFERAP case management services provided by the Glendale Youth Alliance (GYA) through a written agreement between the VWDB and GYA in the amount of $201,620.04, 3) City staffing and operations in the amount of $17,500 and 4) Resolution of Appropriation to appropriate Measure S funds in the amount of $1,315,000 for the VWDB’s LIFERAP Program View the full report to Council

The following consent items were approved by City Council with the exception of item 4d, which was pulled for further discussion:

4b. Public Works, re: On-Call Sewer and Storm Drain Repair Services, Adopt Plans and Specifications

4c. Public Works, re: Fiscal Year 2020-21 Street Resurfacing and Sewer Repair Project, Specification No. 3819, Adopt Plans and Specifications

4d. Community Development, re: Letter opposing Griffith Park Aerial Transit System City Council moved to approve to have the letter sent with minor changes.

Action Items

Community Development, re: Consideration of Ordinance to Ban Sale of Flavored Electronic Smoking Products in the City of Glendale In accordance with laws by the State, County, and neighboring cities, Glendale City Council directed staff to draft language to introduce an ordinance to amend Section 5.94.020 and 5.94.150 of the Glendale Municipal Code (GMC) and add Section 5.94.160 to ban all flavored tobacco (electronic and traditional) products, with exceptions for hookah and premium cigars. Public Works, re: Contract Extension for Parking Citation Processing, Delinquent Collection, and Preferential Parking Permit Services Glendale City Council moved to approve a resolution dispensing with competitive bidding and authorizing the Interim City Manager or his designee to execute an amendment to the contract #C105754A with Duncan Solutions for Parking Citation Processing, Delinquent Collection and Preferential Parking Permit Program Services extending the duration for one year and increasing the amount by $187,500. City Attorney, re: Request to Review Incident of City Board Member Drinking Alcoholic Beverage During Board Meeting (DRB, Smith) City Council passed a motion declaring that drinking alcohol while conducting official business is wrong. Another motion to state on the record that Smith was drinking did not pass. View full report to Council


Hearings

Community Development, re: Public Hearing on Appeal of Design Review Board Case No. PDR2004976 located at 2941-2943 Honolulu Avenue This hearing is an appeal of a decision made by Design Review Board on July 23, 2020, to approve Design Review Board Case No. PDR2004976 for the demolition of the existing, approximately 4,600 SF, two-story commercial building with the construction of a new three-story, 18-unit 18,493 SF multi-family residential density bonus, affordable housing development. The City Council left this hearing open and the item will return on March 2, 2021 with a request that the modified architectural plans be submitted with the Design Review Board’s conditions.
