Community Services and Parks, re: Request for Proposal (RFP) to reallocate Community Development Block Grant Round 3 (CDBG-CV3) Coronavirus Aid, Relief, and Economic Security Act (CARES Act) funds The Glendale city Council and Housing Authority moved to issue a Request for Proposal to city and community agencies to reallocate $1,083,000 in CDBG-CV3 CARES Act funds to be used for various Public Social Services projects to prevent, prepare for, and respond to coronavirus. Adoption of Ordinances

Public Works, re: AN ORDINANCE OF THE COUNCIL OF THE CITY OF GLENDALE AMENDING CHAPTER 8.44 OF THE GLENDALE MUNICIPAL CODE, 1995, UPDATING STANDARDS FOR RECYCLING COLLECTION TO COMPLY WITH SB 1383 STATE REGULATIONS City Council adopted an Ordinance amending Chapter 8.44 of the Glendale Municipal Code to address State mandated commercial and residential organic waste diversion and other organics management requirements. Community Development, re: AN URGENCY ORDINANCE OF THE CITY COUNCIL OF THE CITY OF GLENDALE AUTHORIZING THE EXECUTION OF A DEVELOPMENT AGREEMENT BY AND BETWEEN THE CITY OF GLENDALE AND VISTA INVESTMENTS, LLC City Council adopted the urgency ordinance for a development agreement with Vista Investments following its introduction on May 11, 2021. Action Items

City Attorney, re: Amendment to the Glendale Municipal Code Relating to Chief Innovation Officer and Internal Audit Functions City Council introduced an ordinance amending the Glendale Municipal Code to establish the Chief Innovation Officer position in the Management Services Department and place the Internal Audit function in the Finance Department. This organizational restructure is being proposed due to the City Manager’s desire to set a new strategy to enhance the use of innovation and performance in all City operations. Community Services and Parks, re: 2021 Downtown Glendale 4th of July Fireworks Show Council approved the 2021 Downtown Glendale 4th of July Fireworks Show and authorized a Resolution of Appropriation for $40,000 in Measure S funds. View report to Council


Hearings

City Attorney, re: Public Hearing on Modification of the Greater Downtown Glendale Community Benefit District Management District Plan to Exclude a Certain Parcel Located at 1000 North Central Avenue Therefrom This item was continued to the May 25th meeting. View report to Council


Reports - Information

State of Glendale’s Urban Forest Council received a report from Public Works Forestry on the State of the Community Forest, which included an update on the health, long-term viability, and maintenance program for our City’s community forest. In addition, the report addressed Glendale’s current private tree protection ordinance as it compares to other cities.


The Glendale City Council will meet next on Tuesday, May 25, 2021 beginning at 3:00pm for a Special Meeting followed by the regularly scheduled Council Meeting at 6:00pm.
