Glendale’s Council Quick take is here to give you the breakdown on the City’s Weekly Council Meetings.

On November 17, 2020, Council met for afternoon sessions, as well as their regularly scheduled Council Meeting.

Consent Items

The following consent items were approved in one motion with the exception of 4f, which was pulled for further discussion.


4a. City Clerk, re: Minutes of the Joint Housing and City Council meeting of October 20, 2020, Special City Council meeting of October 27, 2020, and Regular City Council meetings of October 20, 2020 and October 27, 2020

4b. Fire Department, re: Recommendation to Destroy Certain Fire Department Records, Documents, and Papers

4c. Police Department, re: Destruction of Certain Police Department Records, Documents, and Papers

4d. Public Works, re: Motion awarding contracts for Fire-Life-Safety and Building Security Systems services

4e. Public Works, re: Continued Participation in CalRecycle’s City Payment Program


4f. Public Works, re: Contract Award for Weed Control Services The City Council authorized the Interim City Manager to execute a 3-year contract with Pest Options, Inc. amounting to $367,200, for Weed Control Services for the City of Glendale within its right-of-ways. This contract eliminates the usage of glyphosate-based products (such as RoundUp). The Glendale City Council also approved an appropriation of $10,200 to fund the contract for the rest of this fiscal year. Staff will continue to study organic chemical alternatives and return to Council with a report on potential program changes and emerging trends in sustainable treatments after a years’ time.


4g. Community Services and Parks, re: Amendment Three to the County of Los Angeles Workforce Development, Aging, and Community Services (WDACS) Contract for the FY 2020-2021 Supportive Services Program to accept additional California Department of Aging (CDA) Coronavirus Aid, Relief, and Economic Security Act (CARES Act) funding for senior case management

Action Items

Community Services and Parks, re: Placement of a bench with a plaque, and planting of a tree at Brand Park in memory of Lauren Anne Muñoz Geoghegan Council approved a motion authorizing placement of a bench with a plaque and planting of a tree at Brand Park in memory of former resident Lauren Anne Muñoz Geoghegan. Staff met with the Geoghegan family at Brand Park and identified an area near the children’s playground for this installation. Based on consultation with Public Works Forestry staff, an Eastern Redbud tree was selected as the ideal specimen for this memorial installation. It will take approximately 6 to 8 weeks to complete the memorial installation. View full Report to Council


Information Services Department, re: Renewal of Verizon Wireless Agreement The Glendale City Council authorized the Acting City Manager to execute a contract subject to approval by the City Attorney to issue a purchase order with Verizon Wireless via a participating addendum to the State of Utah NASPO Master Agreement MA-152 for wireless data, voice and accessories for a period of one year plus one optional year for an amount not to exceed $600,000 per year. Hearings

Community Development, re: Appeal of Design Review Board's denial of DRB Case No. PDR 1709694-C (910 Laird Drive) (Continued from 10/20/20 – will not be heard on 11/17/20) This hearing is an appeal of a decision made by the Design Review Board on January 10, 2019, to deny Design Review Board Case No. PDR 1709694-C for the construction of a new, three-story, 3,275 square-foot single-family residence with an attached two-car garage on a vacant 81,296 square-foot lot located in the R1R (FAR District II) Zone. The lot has an average current slope of 54 percent and the project involves a total of 1,450 cubic yards of grading (including previous unpermitted grading). The hearing was continued to January 26, 2021 to allow the applicant time to prepare a Council ordered study and design for drainage.


Community Development, re: Appeal of Design Review Board's approval of DRB Case No. PDR 1918581 for 1226 Vista Court This hearing is an appeal of a decision made by the Design Review Board on June 25, 2020, to approve Design Review Board Case No. PDR 1918581 for the construction of a new, two-story, 1,976 sq.ft. single-family house with a 500 sq.ft. attached two-car garage on a 6,143 sq.ft. interior lot located in the R1 zone, Floor Area Ratio District III. In response to a request by the applicant to postpone, the hearing was continued until December 1, 2020.



The Glendale City Council Meetings for November 24, 2020 have been cancelled. The next meeting will be held on Tuesday, December 1, 2020.
