Glendale Offers Three Proposal Opportunities for Affordable Housing Development Projects



The City of Glendale invites qualified businesses to take part in the proposal of three separate affordable housing opportunities.


1. The Housing Authority of the City of Glendale Issues “Request for Qualifications” for New Affordable, Rental Housing Development Through Rehabilitation and Adaptive Re-use of Existing Historic Structures Located at 912-920 East Broadway and 117 South Belmont Street in Glendale, CA.The Glendale Housing Authority is pleased to announce the release of a Request for Qualifications (RFQ) for a new residential, rental affordable housing development with approximately 39 affordable units. The site, 912-920 East Broadway and 117 South Belmont Street, historically known as the Harrower Lab, is comprised of a locally-designated landmark owned and controlled by the Glendale Housing Authority.  The site measures approximately .8 acres.  The housing being sought is for low income seniors. This is an opportunity for development of affordable, rental housing for seniors through the rehabilitation and adaptive re-use of existing historic structures once owned and operated by Dr. Henry R. Harrower, who popularized the study of endocrinology and brought national recognition to the City of Glendale.  The site is located in the original town of Glendale Tract in the City Center/Citrus Grove residential neighborhood and sits along the East Broadway Corridor, a minor arterial serving a variety of retail, commercial, educational, and residential uses.  The site will feature a public, pedestrian paseo, which will adjoin the 900 East Broadway campus (subject to a current, but separate City of Glendale RFQ). The Glendale Housing Authority wishes to ensure that development of the site will produce a high-quality project, which will be rehabilitated with historical integrity in accordance with the Secretary of the Interior’s Standards for Rehabilitation to be eligible for Federal Rehabilitation Tax Credits.  Project entitlements for the site will be completed by the City of Glendale in advance of the selected development team commencing its pre-construction work.

2. The Housing Authority of the City of Glendale Issues “Request for Qualifications” for New Affordable, Rental Housing Development Located at 900 East Broadway in Glendale, CA.The Glendale Housing Authority is pleased to announce the release of a Request for Qualifications (RFQ) for a new affordable, rental housing development with approximately 88 units for families. The unit mix includes studios, one, two, and three-bedroom units. The site, commonly known as 900 East Broadway, is comprised of property owned and controlled by the Glendale Housing Authority.  The site measures approximately .8 acres.  The housing being sought is for extremely low, very low, and low income families. This is an exciting opportunity for an experienced, responsible developer to team with the Housing Authority to develop much needed affordable housing for families in the original town of Glendale Tract in the City Center/Citrus Grove residential neighborhood.  The site will feature a public, pedestrian paseo which adjoins the locally-designated historic campus at 912-920 East Broadway and 117 South Belmont Street (subject to a current, but separate City of Glendale RFQ).  The site sits along the East Broadway Corridor, a minor arterial serving a variety of retail, commercial, educational, and residential uses located in the vibrant neighborhood.

The Glendale Housing Authority wishes to ensure that development of the site will produce a high-quality and cost-effective project.  Project entitlements for the site will be completed by the City of Glendale in advance of the selected development team commencing its pre-construction work.  The conceptual diagrams and designs for the site are attached to the RFQ, and it is the Housing Authority’s expectation that the selected development team will conform to its physical parameters, dimensions, and architectural expression as shown through completion of the project.

3. The Housing Authority of the City of Glendale Issues “Request for Proposals” for New Affordable, Rental Housing Development Located at 515 Pioneer Drive in Glendale, CA.

The Glendale Housing Authority is pleased to announce the release of a Request for Proposals (RFP) for a new residential, rental affordable housing development with approximately 300 affordable units.  The site, commonly known as 515 Pioneer Drive, is comprised of property owned and controlled by the Glendale Housing Authority.  The site measures approximately 2.8 acres. The housing being sought is for extremely low and very low income seniors and families earning between 30% and 40% Area Median Income (with a limited number of units targeting AMI between 50% and 60%).


The Housing Authority wishes to ensure that development of the site will produce a well-designed and managed, high-quality housing project in the Vineyard neighborhood and in the Kenilworth District of Glendale.  This is an opportunity for development of senior and family affordable housing in a safe neighborhood with pedestrian-undercrossing access to one of the City’s oldest neighborhood parks, Fremont Park, which will undergo extensive renovations.


Proposers are encouraged to be creative in providing a development plan that meets the Housing Authority’s vision for the site.  The Housing Authority envisions balancing the maximization of the number of units on the site while maintaining neighborhood compatibility, a sense of community, and connections with nearby, Fremont Park.
